2025-26 BOARD OF DIRECTORS

 Patrick (Pat) Hanify, PE, CCM, QSD/P is a California-licensed Civil Professional Engineer with over 20 years of experience in construction management and delivery of public infrastructure projects. He is a Principal Construction Manager with MNS Engineers (BKF + MNS), leading construction services with a focus on quality, schedule, risk, and stakeholder coordination.

He has been involved with ACEC since 2020 and has served on the Riverside/San Bernardino Chapter Board since 2020. Prior to serving as President (2025–2026), Pat served as Scholarship Chair (2022–2025) and previously as Secretary, Treasurer, and Director-at-Large. He is also active at the State level as a member of the Scholarship Committee, Construction Committee, and Water Resources Committee. (ACEC California’s scholarship efforts and statewide program focus are highlighted through its ongoing scholarship foundation activity and statewide initiatives.) When not working, Pat enjoys spending time with family.

As President, my goal this year is to build on the strong progress our Chapter has made over the last several years—and keep that momentum going through meaningful engagement and connection across our membership.  A major focus for my term is to increase participation from young professionals and students, strengthen mentorship and career-development opportunities, and bring together like-minded organizations throughout Riverside and San Bernardino Counties through well-planned programs, joint events, and networking opportunities. Through these efforts, we’ll continue to support scholarships, elevate professional development, and reinforce a chapter culture that is welcoming, active, and connected.

 Lam is a California licensed Professional Land Surveyor with over 30 years of experience. He is the President and CEO for CL Surveying and Mapping, Inc. and is based in their Corona office. His area of practice is land surveying.  He has been involved in ACEC since 2023 and has served on the Riverside / San Bernardino Chapter Board since 2022.  Prior to current role as Treasurer, he served as Secretary.  When not working Lam enjoys golf and watching my girls compete in competitive cheer and gymnastics.

Kyle is a California licensed Professional Engineer (Civil) with approximately 20 years of experience. He is Vice President and Bridge & Structures Principal with MNS Engineers and is based in their Riverside office. His area of practice is bridge and structural engineering. He is also a licensed Professional Engineer (Civil) in Alaska and an FWHA NHI Certified Bridge Safety Inspector (2019). He has been involved in ACEC since 2024 and has served on the Riverside / San Bernardino Chapter Board since 2024.  Prior to current role as Secretary, he served as Director-at-Large.  When not working Kyle enjoys being in the mountains with his wife and four exhausting (I mean amazing) children, reading, building things, lifting things, drinking lots of good coffee, and occasionally sleeping.

  Kevin is a California licensed Civil PE, PMP (Certified by PMI), ENV SP

with 22 years of experience. He is the Principal/Office Manager with Lochner and is based in their Ontario office. His area of practice is Transportation Design. He has been involved in ACEC since 2023 and has served on the Riverside / San Bernardino Chapter Board since February 2025.  Prior to current role as Secretary, he served as Director-at-Large.  When not working Kevin enjoys playing with his pet dog “Zak”.

 William is a California licensed Professional Land Surveyor with over 25 years of experience. He is a Senior Project Manager and Regional Manager with Psomasand is based in their Riverside office. His area of practice is surveying and geospatial services.  He has been involved in ACEC since 2018 and has served on the Riverside / San Bernardino Chapter Board since 2018.  Prior to current role as President, he served as Director-at-Large, Secretary, Treasurer and Vice President.  When not working William enjoys spending time with family and grand kids, walking with his dog, and watching his youngest son play baseball for the Ayala high school team and KC Royals Scout team.

 Brian is a California licensed Professional Engineer (Civil) with over 25 years of experience. He is a Senior Project Manager with HDR Engineering Inc. and is based in their Riverside office. His area of practice is highway design.  He has been involved in ACEC since 2018 and has served on the Riverside / San Bernardino Chapter Board since 2018.  Prior to current role as Past President and Membership Chair, he served as President, Vice President, Treasurer, Secretary and Director-at-Large.  He is also active at the State level as Alternate State Director. When not working Brian enjoys spending time with family and renovating a homestead cabin in Twentynine Palms.

 Jason is a California licensed Professional Engineer (Civil) and Geotechnical Engineer with over 25 years of experience. He is Associate Vice President and Department Leader with Verdantas (formerly Leighton) and is based in their Rancho Cucamonga office. His area of practice is geotechnical engineering.  He has been involved in ACEC since 2010 and has served on the Riverside / San Bernardino Chapter Board since 2016.  Prior to current role as State Director, he served as President, Vice President, Treasurer and Secretary.  He is also active at the State level as QBS and Energy Committees. When not working Jason enjoys running, skiing, spending time with his family…grandkids are the cutest!

Richard is a California licensed Professional Engineer (Civil) with over 25 years of experience. He is an Associate Principal with Rick Engineering Company and is based in their Riverside office. His area of practice is land development. He also holds LEED AP and QSD certifications. He has been involved in ACEC since 2004 and has served on the Riverside / San Bernardino Chapter Board since 2011.  Prior to current role as State Director, he served as Treasurer, Secretary, Vice-President and President serving two terms in each position.  He is also active at the State level as Legislative Review Committee and Land Use Committee. When not working Richard enjoys playing basketball, running and biking.

 Jeff is a California licensed Professional Land Surveyor and Professional Engineer (Civil) with over 25 years of experience. He is the President and CEO for Valued Engineering and is based in their Upland office. His area of practice is public and private land development.  He has been involved in ACEC since 2014 and has served on the Riverside / San Bernardino Chapter Board since 2017.  Prior to current role as Director-at-Large, he served as State Director.  He is also active at the State level as Executive Committee Secretary/Treasurer. When not working Jeff enjoys performing on stage in music theater.

 Chris is a California licensed Professional Engineer (Civil) with over 27 years of experience. He is Senior Vice President with WSP USA Inc and is based in their San Bernardino office. His area of practice is transportation and infrastructure.  He has been involved in ACEC since 2015 and has served on the Riverside / San Bernardino Chapter Board since 2015.  Prior to current role as Director-at-Large, Grassroots Chair and Student Scholarship Golf Tournament Chair, he served as Past President and former State Director.  He is also active at the State level as State Grassroots Committee, Vice-Chair. When not working Chris enjoys “long walks on the Beach (JK!)”…traveling the world and exercise.

Allen is a California licensed Professional Engineer (Civil) and Geotechnical Engineer with over 40 years of experience. He is Principal with Inland Foundation Engineering, Inc. and is based in their San Jacinto and Palm Desert office. His area of practice is geotechnical engineering, materials testing and construction inspection.  He has been involved in ACEC since 1988 as a member of the predecessor organization Consulting Engineers Association of California (CEAC) and has served on the Riverside / San Bernardino Chapter Board since 1998 (it was CELSOC at the time).  Prior to current role as Director-at-Large, he served as Secretary, Treasurer, President and various committee chairs.  He is also active at the State level as State Board of Directors; State Grassroots Legislative Committee Chair; QBS, Legislative Review Committee and Business/Insurance Committee. When not working Allen likes to golf, hike and travel.

  Eric is a Registered Civil Engineer (PE) and Registered Geotechnical Engineering (GE) in California with over 30 years of experience. He is a Senior Principal Geotechnical Engineer and Kleinfelder's Los Angeles Area Geotechnical Group Manager 

and is based in their Riverside office. His area of practice is Geotechnical Engineering. He has been involved in ACEC since 2008 and has served on the Riverside / San Bernardino Chapter Board since March 2012.  Prior to current role as Director at Large, he served as Riv/SB Chapter President (2016-2017) and State Director (2019-2023). He is also active at the State level as member of the Prevailing Wage and Energy Committees. When not working, Eric enjoys spending time with family and friends, traveling, and hiking with his dogs.

Georgia is a California licensed Professional Engineer (Civil) with over 20 years of experience. She is a Project Manager with Moffatt & Nichol and is based in their Ontario office. Her area of practice is highway design.  She has been involved in ACEC since 2020 and has served on the Riverside / San Bernardino Chapter Board since March 2023.  Prior to current role as Director-at-Large and Webmaster, she served as Director-at-Large.  She is also active at the State level as member of the Member Engagement and Belonging (MEB) Committee where she served as Chair for one year and Vice-Chair for three years. When not working Georgia enjoys hiking and spending time with her two boys.

 Jarrad is a California licensed Professional Land Surveyor with over 30 years of experience. He is a Principal Surveyor with MNS and is based in their Riverside office. His area of practice is all aspects of Land Surveying. He has been involved in ACEC since 2023 and has served on the Riverside / San Bernardino Chapter Board as Director at Large since 2023.  When not working Jarrad enjoys time with family, surfing, fishing, golfing and camping.

 Bernie is a California licensed Professional Land Surveyor with over 35 years of experience. He is Executive Vice President of Strategic Growth with GUIDAand is based in their Ontariooffice. His area of practice is surveying.  He has been involved in ACEC since joining the Orange County chapter in 2015 and has served on the Riverside / San Bernardino Chapter Board since July 2024.  Prior to current role as Director at Large, he served as Orange County Chapter Executive Committee 2016-2019 and Orange County Chapter President 2019-2020.  He was also active at the State level as Orange County State Director 2020-2024.

 Paul is a California licensed Professional Engineer (Civil) with over 25 years of experience. He is a Senior Project Manager for Transportation with Mark Thomas and is based in their Ontario office. His area of practice is transportation design.  He has been involved in ACEC since 2025 and has served on the Riverside / San Bernardino Chapter Board since February 2025. When not working Paul enjoys spending quality time with his two daughters and snowboarding.
